• Nikolay Dobrev - a writer and public figure - posthumously, for his personal contribution to the socioeconomic and  spiritual development of the Gotse Delchev region and his special merit for the peaceful development of the democratic processes in the Republic of Bulgaria. (Resolution of the Municipal Council ¹ 443 of 29.04.1999)

• Zapryu Ikonomov - chief artistic instructor of the Nevrokop ensemble for folk songs and dances -for his serious contribution to the preservation and popularization of the folklore of the Nevrokop region and in honour of his 70th birthday and the 40th anniversary of his artistic career. (Resolution of the Municipal Council ¹ 472 of 29.07.1999)

• Ivan Markov – a local historian - for his numerous services to the town of Gotse Delchev and its inhabitants, connected with research, preservation and popularization of the historical memory of the Nevrokop region. (Resolution of the Municipal Council ¹ 197 of 20.04.2005)

• Nikolina Chakardakova – a performer of Bulgarian folk songs - for her special contribution to the popularization of the folklore heritage of the Gotse Delchev region through her artistic activities. (Resolution of the Municipal Council ¹ 198 of 20.04.2005)

• Josef Hoffmann - a representative of the Korschenbroich Humanitarian Organization, Germany - for his personal participation in the extensive donating activities of the Korschenbroich Humanitarian Organization in aid of the medical establishments and the children's and educational institutions in the Gotse Delchev Municipality. • Socrates Dimitriadis - a citizen of the Republic of Greece - for his exceptional services for the development of the Bulgarian-Greek economic and cultural cooperation and for the extension of the friendly relations between the peoples of the Republic of Bulgaria and the Republic of Greece. • Bertram Rolman - the manager of Pirin-Tex Ltd. - Gotse Delchev - for his exceptional services in the economic development of the Gotse Delchev Municipality and his aid of the social activities, education, culture and sport. (Resolution of the Municipal Council ¹ 307 of 30.05.2006)
